DPR FAQs

1) What are the industries that are currently required to register under Assam WBI (Assam Wood Based Industry) ?

Primary WBI - These are basically Manufacturing Units that depend on wood as raw material - Timber, Veneering, Match box, Splint etc.

Secondary WBI (non agarwood) - Industries that come under Processing Unit, Furniture Unit, Commercial shops etc.

Secondary WBI (agarwood) - All Agarwood Industries have to register under this category.

Composite WBI - Industries that have or wish to start operations under Primary WBI and Secondary WBI need to register here.

2) Why user registration required ?

Any individual wishing to set up or processing wood needs to register for license or register as per the new circular by Assam State Govt. The online portal will be the primary source of information for all types of users either for online issue,renewal, certificate generation and permit generation.

3) What type of registered firms are eligible in WBI?

  • Proprietorship.
  • Partnership Firm.
  • Private Limited Company.
  • Public Limited Company.

  • Trust.

5) Which type of industries are required to submit DPR(Detailed Project Report)?

Firms that have applied for setting up Primary WBI and Composite WBI have to submit DPR reports online prior to applying for License.

6) How will I know at what stage is my Certification / License / Permission ?

  • All the registered users after submitting their requested form will get ARN number online and SMS.
  • The ARN number can be tracked by logging onto the portal with their registered username and password.
  • All users involved in both Primary WBI and Secondary WBI will get SMS related to movement of their application at various stages and also in the event the form is reverted to them for any other document required.

7) What is the provision for payment in the WBI portal ?

All fees pertaining to application submission, certificate, permit generation will have to be paid online after the user has logged in and going to the respective section based on the service that user seeks for. The user has the ability to make payment via Debit Card, Credit Card, Wallet payment etc.

1) How can users register for the services by WBI ?

  • From the official website link , user can click on Register link and Enter Name, Mobile number, Email id and Password.
  • After users has logged in, the user needs to enter their firm so as to register for services at WBI.

1)What type of industries are required to register for a license in Primary WBI?

  • In order to be eligible all primary industries need to sign up and register their Units (firms) and then submit DPR (Detail Project Report) online.

2) What are the categories of industry need to register for Primary WBI ?

  • Sawing of round logs / sawn timber, Splint & match box, Veneering / Peeling,
  • Apart from them, you can choose the option of Others (specify) for any other industry that fall under Primary WBI.
  • Note :The license fees varies based on the category that you choose.

3)What are the steps to register your firm under Primary WBI?

  • Step 1 - User Signup
  • Step 2 - Unit Registration
  • Step 3 - Fill DPR online and submit along with DPR Fee.
  • Step 4 - Approval by DFO and EAC.
  • Step 5 - Fill Primary WBI online and submit Application Fee.
  • Step 6 - Approval by DFO, Circle officer, Nodal officer, Zonal officer.
  • Step 7 - DFO will send a Request for license fee along with Green Fund Fee.
  • Step 8 - License fee paid by user using online mode from the website itself.
  • Step 9 - DFO will Generate License. The user downloads the License PDF.
Step 1:

The user should register and login to the application. All the users need to undertake Unit Registration.

Step 2:

  • In Unit registration, details of the unit with respect to proprietary, private, partnership etc .
  • For Industry Type its important to select Primary or Secondary .
  • Personal details as regard to the Aadhar card and Pan Card etc., are also required to enter.

Step 3:

  • Detailed Project Report (DPR) is mandatory for Primary WBI.
  • Details should be filled in DPR Form along with uploading of the documents as necessary.
  • Once approved Fee of Rs. 5000/- should be paid online .

Step 4:

  • After submission of the DPR the DFO (division forest officer) and EAC (Expert Appraisal committee) will verify and approve.
  • After approval of the officer DFO and EAC the user must submit Primary WBI form.

step 5:

  • Primary WBI application form can be submitted online for the users whose DPR is approved by means of payment of Application Fees.
  • After online payment, the application can be accessed by various officials present WBI, Zonal, Noda etc., who will verify and if any information or document is missing they will notify the user to correct them and submit once again.
  • All necessary documents should be self attested and uploaded. Their file size cannot be more than 2MB.
  • SMS will be received by user for any documents or information missing. The user has to log in and update the correct information and submit the application back.

Step 6:

Once the primary WBI firm is submitted by the user then officers will review and approve if everything is correct, After Approval of all the officers (Divisional Forest Officer, Circle officer, Nodal officer and Zonal Officer)

Step 7:

  • After completion of the verification process, the DFO will send request to the user to pay the required License fee amount and green fee fund.
  • Green fee fund is dependent on the capacity of HP(Horse power ) being used in the industry.

  • DFO will send a request to users for license fees along with Green Fund Fees, users must pay License Fees.

  • Green Fee Fund is collected for increasing greenery around WBI locations so as to control the pollution and soil erosion.

1) In the Secondary WBI Agarwood Industries, what units need to register and how are they categorized?

  • Micro Unit: Agar Oil Extracting Unit (Units with Boilers, Vessels with aggregate capacity up to 500 Kg)
  • Small Units: Agar Oil Extracting Unit (Boilers, Vessels aggregate capacity from 501Kg to 1000Kg).
  • Medium Units: Agar Oil Extracting Unit ( Boilers, Vessels aggregate capacity from 1001Kg to 2000Kg).
  • Large Units: Agar Oil Extracting Unit (Boilers, Vessels more than 20 (twenty) in number or with aggregate capacity of more than 2000Kg).
  • Agarwood Processing Unit.
  • Composite Agarwood Based Unit - Mixture of Processing and Oil Extraction Units.

2) What is Composite Agarwood Based Unit?

  • It is the combination Agarwood Oil Extraction Unit and Agarwood Processing Unit.

3) What the steps required for issue of License for Secondary WBI (Agarwood)

  • Step 1:
  • The user login to the application.
  • Then the user first must do user Registration.
  • Step 2:
  • Select the Firm Type
  • In unit registration users must select the industry type as Secondary WBI (Agarwood).
  • For Unit Registration ( Aadhar Card NO, Aadhaar Card File. PAN Card No, PAN Card File (softcopy) ) are mandatory.
  • step 3:
  • In Submit Secondary WBI Agarwood the user needs to select only one option from the Type & Category of The Proposed Unit to Be Set Up
  • In Type & Category of the Proposed Unit to Be Set Up 6 types:
  • Agar Oil Extracting Unit (Micro Units with Boilers, Vessels with aggregate capacity up to 500 Kg)
  • Agar Oil Extracting Unit (Small Units with Boilers, Vessels aggregate capacity from 501Kg to 1000Kg).

  • Once the secondary WBI Non-Agarwood firm is submitted by the user then both the officers (DFO and RLC) will review and approve if everything is correct.
  • Step 5:
  • DFO will send a request to users for Registration fees along with Green Fund Fees, users must pay Registration Fees.
  • Step 6 and 7:
  • After completion of all the fees the user DFO will generate the license then both the user and DFO can download the License PDF.

4) WHAT IS THE GREEN FEE FUND FOR SECONDARY WBI AGARWOOD?
  • The Green fund fees are fixed for all types of Agar Oil Extracting (micro unit, small unit, medium unit, large unit), Agarwood Processing Unit, Composite Agar Wood Based Unit. Is Rs- 20,000/-
  • 5) WHAT ARE ALL THE DOCUMENTS REQUIRED IN SECONDARY WBI?
    • All Documents should be self-attested and file (Upload up to 2mb).
    • Registration Certificate of the unit in the Industries Department.
    • Document of ownership / allotment of land (Miyadi Patta /Lease Deed/ Power of Attorney).
    • Up to Date Land Revenue Payment Receipt.
    • Location Map of the unit showing the approach road.

    • The industries are basically dependent on Primary Wood Based Industries for their raw material.
    • The industries are Processing/Manufacturing Unit, Commercial Shop, Furniture Unit and other industries that are directly dependent on Primary WBI.

    • Step 1:
    • The user login to the application.

    • DFO will send a request to users for license fees along with Green Fund Fees, user must pay License Fees.
    • The License fees 50000/- are the same for all these 4 types in Type & Category of the Proposed Unit to Be Set.
    • The Green fund Fee is fixed 20,000/- for all Horsepower which user must enter the HP in Details of machinery to be installed filed.
    • Step 6 and 7:
    • After completion of all the fees the user DFO will generate the license then both the user and DFO can download the License PDF.

    1) What is Composite WBI Industries, what are the type and category of the proposed unit to be set up?

    • Composite Industry consists of mixture of both Primary WBI and Secondary WBI ( Non -Agarwood) .
    • The Fees to be paid is calculated taking into account sum of all the individual fees for Licenses based on selection of respective primary and secondary wbi (non-agarwood).

    2) What is the process for DPR approval for Composite WBI?

    • The DPR approval process is the same as that of Primary WBI. User need to register and then apply by filling in an online form of DPR and submit the form. The DFO will review the firm(approve or Reject). If DFO is satisfied then he will forward the form to EAC(approve or reject).
    • If EAC is satisfied he will provide his approval on the document . The DFO generally verifies, approves and accepts the DPR on payment of fees of Rs. 5000 which is mandatory for all Composite WBI.

    3) What are the steps required in Composite WBI ?

    • Composite WBI (Combination of primary WBI and Secondary WBI)
    • Step 1:
    • User Registration followed by user login to the application.
    • Then the user first must do Firm Registration.
    • Step 2:
    • Select the Firm Type from the list.
    • select the industry type as “Composite WBI” from 4 types of Industries: PRIMARY WBI, SECONDARY WBI (OTHER THAN AGARWOOD), SECONDARY WBI(AGARWOOD), COMPOSITE WBI.
    • Mandatory Documents In Unit Registration.
    • Aadhar Card No, Aadhaar Card File.
    • Pan Card No, Pan Card File.
    • For Composite WBI, the user should submit DPR
    • SUBMIT DPR:
    • Step 3:
    • In DPR form the user can select the Nature of WBI
    • There are 4 types in Nature of WBI: Sawmill, Veneer mill, Plywood mill, Composite unit.
    • If the user wants to attach the extra documents, then in Upload Other Document (PDF Format only) filed the user can attach.
    • DPR FEES:
    • To submit DPR Form user must pay DPR fees through online mode and the DPR fees for Composite Unit is Rs. 5000 /-
    • Step 4:
    • After submission of the DPR the division forest officer and EAC (Expert Appraisal committee) will approve.
    • After approval of the officer, the user must submit a Composite WBI form.
    • SUBMIT COMPOSITE WBI:
    • Step 5:
    • In Submit Composite WBI the user can select the Type & Category of The Proposed Unit to Be Set Up(primary)
    • In Submit Composite WBI the user can select the Type & Category of The Proposed Unit to Be Set Up(secondary)
    • In Type & Category of the Proposed Unit to Be Set Up(primary) 4 types: Sawing of round logs / sawn timber, Splint & match box, Veneering / Peeling, Others (specify).
    • In Type & Category of the Proposed Unit to Be Set Up(secondary) 5 types: Processing/Manufacturing Unit, Commercial Shop, Furniture Unit, sawmill, Others)
    • The license fees for composite WBI are a combination of primary and secondary WBI.
    • The Green fee fund as applicable which is a combination of primary WBI and Secondary WBI Green fund fees.
    • Step 6:
    • Once the composite WBI firm is submitted by the user then officers will review and approve if everything is correct, After Approval of all the officers (Divisional Forest Officer, Circle officer, Nodal officer and Zonal Officer)
    • Step 7:
    • DFO will send a request to users for license fees along with Green Fund Fees, users must pay License Fees.
    • The License fees is a combination of :(Primary License Fees+ Secondary License Fees+ Primary Green Fund Fees+ Secondary Green Fund Fees).

    4) What is the Late Fee For Renewal of License?

    • A late fee at the rate of Rs. 500/- per day shall be levied from the license holder for failing to submit the renewal application form before 3 months of expiry period.
    • If not submitted by expiry date then late fees at the rate of Rs. 1000/- per day from 1st day after the expiry of the License period till the application for renewal is received will be charged for the license holder.
